5/2008 - 120 Day Rule Waiver for Olympic Trials- Attached is a waiver for the Olympic Trials with respect to the 120 Day Rule as issued by Bruce Stratton, Chair of the Rules and Regulations Committee.  Click Here to download waiver.

5/2008 - FS Rules & Regulations Adopted 4/12/2008- Changes in Article 33 & Article 43:

Article 33 - Infraction of Rules

233.4     Clubs swimming unregistered swimmers will be fined $50.00 per swimmer.  Each additional offense occurring during the same registration season by a FS chartered club will be $50.00 per swimmer and an additional $100.00 fine to the club.

Article 43 – Sanctions

443.1.1     (d) Each reposting of originally sanctioned meet information or HYV entry file will require an additional fee of $20.00.

4/2008 - Submitting Amendments to the Rules & Regulations Committee for 2008 Convention- Article 511, pages 116 and 117 of the 2008 USA Swimming Rules and Regulations, provides information about submitting proposed amendments to the USA Swimming Rules and Regulations Committee. Deadline date for submitting written proposals is May 15.

All proposed amendments should be submitted to Bruce Stratton, Chair of the Rules and Regulations Committee. Bruce has specified that his preferred way to receive amendments, especially on the longer ones, is via e-mail. What is a Certified Pool - A certified pool has been measured by a registered surveyor or registered engineer. A notarized copy of the USA Swimming official certification form is on file at USA Swimming. Competitors, officials, coaches and swimming enthusiasts all want racing courses to be accurate and consistent. It should be standard practice when a pool is built and commissioned that the length, width, and depth are checked and certified to be in compliance with USA Swimming rules.  Read more about how to have your pool certified and view a list of currently certified pools.

What is the "Four Hour Rule" and Why is it Necessary?- Section 205.3(F) of the USA Swimming Rule Book states:

"With the exception of championship meets the program in all other age group competition shall be planned to allow the events for swimmers 12 years and younger to be completed in four (4) hours or less for a timed finals session or in a total of eight (8) hours or less per day for a preliminaries and finals meet."  The rationale for this rule was explained by Rose Snyder, former Director of Age Group Programs for USA Swimming back in 1997 when the rule was passed. The rationale remains the same today.

USA Swimming Interpretation of Breaststroke Rule 101.1.3- There have recently been a number of questions regarding the breaststroke and Article 101.1.3 which states in part, "After the start and each turn, a single downward butterfly kick followed by a breaststroke kick is permitted while wholly submerged."  One issue is whether or not a swimmer is "required" to be wholly submerged in order to take a downward butterfly kick followed by a breaststroke kick.  A second issue relates to the feet breaking the surface of the water...    To download all of the information and the official interpretations, Click Here.

USA Swimming Important Insurance Notes- Important Insurance Notes from USA Swimming:

Diving: The General Liability coverage provided by USA Swimming for its members specifically excludes “any claim arising out of any incident occurring on a diving board or diving platform and their supporting structures, including ladders and steps”.  Plainly coaches, if you offer the use of the diving board and as the athlete puts their foot on the first step they slip and shatter it you are not insured through your club coverage and you will possibly be held personally responsible.

15 Passenger Vans: You cannot transport athletes in a 15 passenger van, insurance companies do not cover them.  If you have a van designed that way Sandy recommends to remove the back seat when using the vehicle.

People on deck: Anyone on deck during a swim team practice must be a certified USA Swimming Coach.  The exception to this would be the use of individuals for timing purposes.  Further, a coach’s children should not be allowed on deck unless they are USA Swimming athlete members.  If parents are to be allowed on deck to observe a practice they must be in a designated area that does not interfere with the Coaches line of sight of the pool.  For further information check out the article in the booklet ‘Frequently Asked Questions”.

Unattached Athletes and Coaches, if the athlete and coach are registered, even under ‘unattached’, both are insured.  However, certificates of insurance for facilities will only be issued to properly registered USA Swimming Clubs.
